Manager Contracts/Subcontracts

Mapp Biopharmaceutical, Inc. "Mapp" is a biopharmaceutical company focused on addressing unmet medical needs through the development of life-saving monoclonal antibody treatment options to combat a variety of neglected and tropical infectious diseases. Mapp seeks an energetic and highly motivated self-starter to join the Contracts Department as Manager Contracts/Subcontracts, who will be responsible for lifecycle prime contract/subcontract administration and management.

Basic Qualifications:

  • Bachelor's Degree or equivalent in business related field
  • 6-8 years of government contracting experience working as a contracts/subcontracts professional
  • Expert knowledge of Firm Fixed Price, Cost Reimbursable, and Time & Materials contract types
  • Understanding of cost and pricing methodologies and strategies
  • Strong working knowledge of FAR
  • Strong negotiation and problem-solving skills
  • Willing and capable of managing multiple projects and responsibilities with competing priorities
  • Proficient computer skills, specifically with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook)
  • Ability to work remotely and effectively with a virtual team

Preferred Qualifications:

  • Working knowledge of DFARS and HHSAR supplements
  • Experience with HHS/NIAID contracts/grants
  • Experience working in a CPSR compliant environment
  • Experience with grant and sub-recipient management


  • Provides life cycle prime contract and subcontract administration support for contracts/task orders with various levels of complexity and dollar value using a variety of contracts types to include Firm Fixed Price, Cost Plus Fixed Fee; Time and Material
  • Drafts and Negotiates Non-Disclosure Agreements and Teaming Agreements
  • Drafts and Negotiates Subcontracts and Consulting Agreements
  • Manages business proposal development for new business opportunities from RFP release through award
  • Prepares Subcontractor Requests for Proposals in accordance with Prime Contractor Requirements
  • Reviews business proposal submissions from prospective subcontractors to ensure compliance/responsiveness to RFP and/or Task Order requirements
  • Analyzes and evaluates subcontractor proposals to ensure proper competition has been established and cost/price reasonableness
  • Establishes and maintains strong lines of communications with customers (internal and external)
  • Acts as focal point of communication with government/subcontractor counterparts, project management, finance, and other technical team disciplines for resolution of contractual issues and disputes
  • Demonstrates creativity and innovation in solving business problems and developing best business process tools to increase efficiencies in all areas of the contracting process
  • Attends and actively participates in team meetings to support assigned projects and identification of potential risk factors to the organization
  • Ensures contract terms and conditions are negotiated in the best interest of the corporation to mitigate business risk during contract performance
  • Monitors prime contracts and subcontracts for compliance with contractual terms, applicable laws, regulations, and corporate policies and initiate corrective action as required
  • Searches to ensure that prospective subcontractors are not excluded from receiving federal government funds
  • Maintains Tracking System for Agreements and Proposals
  • Researches and interprets government regulations as they apply to contracts and advise program management staff and other company personnel of contractual rights, responsibilities and obligations
  • Develops and maintains files in accordance with government regulations and company policies
